    When you cannot actually find any real evidence of racism, call it “institutional racism”. I learned this clever invention in a university “Psychology Of Racism” class, but that was not the intent of the academics who created it.

    From the ‘Vox article’, as I read it some points were well taken and others, well heres my take.

    Vox article statement in ” ”

    “Cops are told to patrol predominantly poor, crime-ridden neighborhoods”

    Well that makes more sense than patrolling more socially responsible neighborhoods if you’re looking to prevent crime.
    Neighborhoods “that are so segregated that most of the residents are black”.

    Well we could avoid the quantity of crime in those neighborhoods by improving the quality of life, through efforts on the residents part, their help is needed in creating more self-reliant individuals verse social entitled criminals, entitlements that contribute toward an idle mind that lends it self to some getting into trouble, and possibly, using burglary or dealing drugs as a tax free supplement of their entitlements

    “And since police are mostly present in these neighborhoods, most of the arrests and actions they take end up impacting a disproportionate numbers of black people.”

    (Duh!)

    “When departments concentrate enforcement efforts, for example, in high-crime areas, those areas are likely to be areas with disproportionate numbers of minority residents,”

    Possibly because that’s because the criminals live there!

    “David Sklansky, a law professor at Stanford Law School, said. “That means minority residents of the community are getting policed more intensely than people that live in other neighborhoods that have smaller proportion of minority residents and lower crime rates.”

    Hmmmm, there is a reason of why they patrol those high crime areas, its called criminal activity

    “Part of the way police patrol is to look for people who look like they’re acting suspicious,” Sklansky said.”

    Implicit biases are pervasive. Everyone possesses them, even people with avowed commitments to impartiality such as judges.

    Implicit and explicit biases are related but distinct mental constructs. They are not mutually exclusive and may even reinforce each other.

    The implicit associations we hold do not necessarily align with our declared beliefs or even reflect stances we would explicitly endorse.
    We generally tend to hold implicit biases that favor our own ingroup, though research has shown that we can still hold implicit biases against our ingroup.
    Implicit biases are malleable. Our brains are incredibly complex, and the implicit associations that we have formed can be gradually unlearned through a variety of debiasing techniques.

    Oops, implicit bias may even present in the criminal as well as the public at large. Maybe that research should have mentioned that as well, you know so as not to present a view that could be construed as Implicit Bias

    “In Ferguson, cops were pressured by the city government to raise as much revenue as possible by ticketing residents.”

    Government (Fed and State) has really failed many communities, and when they fail, they do what they do best, they ‘point the finger’ to someone else, in this case it is the public guardians called Police….. Wake up America, the police are one wall you have left to help prevent you from being a victim, but they need your involvement in understanding their restrictions. They cannot do it without all our support, and that starts with the Presidency on down through the Justice dept. and local government working to eliminate the police officers load, not increase it with more hamstrung BS like what is happening now.

    Guys my first night here in Baltimore I saw profiling. Sorry but there is a problem here that is decades old.

    Again As I said I am now in Baltimore. There is a huge problem. The Police Unions make it so good cops can not report bad cops. There are many many excellent police here but there is also the good ol boys club.

    Vice does an Ok Job.

    I have heard many an Independent news interview in a cafe here where they all meet. A very political nice Berkley style cafe. I am starting to see some info come out but it is not there yet. Media has not got it right yet with the exception of independents who you will never find.

    I met a young man and hoped he could write a piece on what they call the prison pipeline but he has not yet.

    Very different unique City here. Also the political corruption is decades old, the city was being ignored and tax dollars were going to the top.

    Bottom line ………….
    A man died in handcuffs in custody. When a human being is in police custody they are in charge of his life.

    The woman cop charged admitted he was unresponsive on that extra stop. They did nothing and continued.

    So explain to me how they are not accountable? They were mad at him because he ran from them the day before. Running is not a crime.

    I will also tell you around the 27th things may go bad again. Baltimore is not a city that will stand down.

    The Police Propaganda to media is bad. Dividing the communities. They are fighting the case in the media as usual. Remember they planted that gang declaring war on PD story. It was false.

    There are constant FBI drones high in the sky at night (surveillance) …Freedom? No Police State.

    This was a blue collar manufacturing town. Even Bethlehem steel is being torn down now. The outsourcing of our jobs created the Rising Chinese Middle Class & has decimated US economy including Baltimore.

    We need to bring back our manufacturing industries and jobs. Where are the jobs? Read the tags on your clothes and household products. Time to see the big picture and the big problems.

    Everybody looks at the symptoms these days but never looks at the problems?

      Not everyone does that, but its a point worth noting. I’ve run into this problem throughout my life, people have these knee jerk reactions and want quick fixes when it’s not possible unless treating the underlying cause. This applies to so many current events from ISIS to black militants.

      Dewey, you seem to think we need to make more of an investment in Baltimore, more oversight, more opportunities?

      Dewey the democrats have controlled this city for almost 50 years and thousands of jobs have been lost, poverty has increased and the population has declined by 30,000.

      President Obama spent $1.8 billion of taxpayer stimulus money on this city! That’s 1.8 billion Dewey! 467 million to education, 206 million to clean up the environment, 24 million for family projects, one neighborhood received 838 million and 15 million went to improve transportation. With all those federal programs very little changed. How much more can you expect from the taxpayers and the federal government until you start expecting more from the people of Baltimore?

      There were reasons why the jobs left Dewey. There are reasons why neighborhoods are in decay, why there are street gangs killing each other, why there’s so much violence and it’s all on the people that live there. What is lacking in this city is accountability, effective leadership, no more excuses, no more blaming whitey…it’s time for the citizens to behave like responsible adults, support the cops, get tough on the gangs, be good parents, support the teachers, demand better of everyone and things will get better. Right now what we have are racist haters and blamers and their kleptocracy.

    P.S. many people run from the cops in those neighborhoods out of fear of being beaten and false charges. There is a long long history of it in west Baltimore. Proven.
