In his defense, it seems that the orchestra begins while he’s in the middle of his speech. Maybe he wasn’t supposed to stand up yet? I don’t know. This definitely should have been planned better.
I am sure most of us would not know the proper protocol, but I would think he would inquire and learn what is proper.
